Player shield disable: set cooldown

Changes the player shield disable's cooldown before the server goes on with it. Paper: the cooldown of the shield in ticks. Only before any Wait.

A Minecraft element (a step) in Logic. Needs the Basic plan or higher to go live; building and testing are free.

When a shield is knocked down → Player shield disable: set cooldown → Done
