WorldGuard allows building
Whether WorldGuard would let a player build at a location: members can, and a build flag of allow or deny decides for everyone.
A Minecraft element (a check) in Plugins. Needs the Basic plan or higher to go live; building and testing are free.
Example
When a player uses a command → If WorldGuard allows building → Place the shop.
